Resumo: Regulatory intervention in health care markets must necessarily be based on a deep understanding of the organization and functioning of the health system, the incentives for providers and health professionals, the preferences and satisfaction of service users and the strategic choices of policy makers. In this context, a key activity for any regulator is the promotion of research to produce knowledge on all these issues. The Health Regulation Authority, as the regulator of health care in Portugal, conducts research activities as an essential starting point to properly directing the behavioural oversight activities, to design adequate regulatory interventions aimed at shaping the behaviour of agents, to promote the reduction of information asymmetries and to support policy making.

Nesse contexto, uma atividade fundamental de qualquer instituição com competências de regulação consiste em promover a investigação necessária à produção do conhecimento sobre todas aquelas questões.
