Resumo: | This paper discusses the effects of Global Health Init iat ives (GHI) on the health care system of Angola as perceived by key actors. This analysis is part of a broader study conducted by a consort ium of inst itut ions from three European count ries (Belgium, Ireland, Portugal) and three count ries from the Southern part of Africa (Angola, Mozambique, South-Africa). Interviews were conducted with key-informants, e.g policy and decision-makers from Minist ries of Health, representat ives of donor agencies and from NGOs. This was complemented with an analysis of relevant documents such as nat ional policies, malaria, tuberculosis and maternal health programs and reports from nat ional and international organizat ions. Data collect ion took place between April and June 2009 and in May 2011. Results show the complexity of interact ions between the Angola health care system and external actors working through GHI. The fact that Angola is lit t le dependent on external aid facilitated more complementarity between nat ional programs and policies and external intervent ions. This is significant ly different from what has been observed in Mozambique, a count ry highly dependent on external aid. |
