Between utopia and crisis: the meanderings of urban (in)security in the second half of the 20th century

Resumo: The transformations that marked the western world in the second half of the 20th century were determinant elements in the socio-political and academic discourses about two phenomena — crime and poverty. The two were linked in the collective social imagination, even if the statistics have not confirmed the connection between them. With a worsening of the feeling of insecurity, crime returned to the forefront of people's concerns and the spotlight was once more focused on cities. The author seeks to deconstruct the intuitive idea that poverty was a variable in criminal practice, and proposes a new reading of insecurity which situates it within a broader debate than the one that reduced it to just the relationship between fear and crime. She notes the importance that has increasingly been attached to the awareness of risk, and concludes by suggesting a number of clues that may help understand and analyse contemporary (in)security.

Agravado el sentimiento de inseguridad, el crimen retomó el protagonismo y las atenciones se viraron para las ciudades. Procurando de-construir la intuición que menciona a la pobreza como una variable de la práctica criminal, se propone una relectura de la inseguridad que la sitúe en un debate más amplio de aquel que la redujo a la relación entre miedo y crimen. Dando nota del peso que la sensibilidad al riesgo viene registrando, se señalan, al final, algunas pistas para la comprensión y análisis de la (in)seguridad contemporánea.Les transformations qui ont marqué l'occident de la seconde moitié du XXe siècle ont été déterminantes des discours sociopolitiques et académiques autour de deux phénomènes —  le crime et la pauvreté. Avec l'aggravation du sentiment d'insécurité, le crime est revenu au premier plan et les attentions se sont tournées vers les villes. Afin de déconstruire l'intuition qui voit dans la pauvreté une variable de la pratique criminelle, cet article propose une relecture de l'insécurité qui la situe dans un débat plus large que l'approche réductrice de la relation entre peur et crime. Tout en rendant compte du poids croissant de la sensibilité au risque, l'article donne quelques pistes pour la compréhension et l'analyse de la(in)sécurité contemporaine.As transformações que marcaram o Ocidente da segunda metade do século XX foram determinantes dos discursos sociopolíticos e académicos acerca de dois fenómenos — o crime e a pobreza. No imaginário coletivo, um e outro foram associados, mesmo que as estatísticas não o confirmassem. Agravado o sentimento de insegurança, o crime retomou o protagonismo e as atenções voltaram-se para as cidades. Procurando desconstruir a intuição que dizia da pobreza ser uma variável da prática criminal, propõe-se uma releitura da insegurança que a situe num debate mais amplo do que aquele que a reduziu à relação entre medo e crime.
