Palliative care in Brazil - discussing the concept

Resumo: Introduction: The national policy of palliative care is written in lower case because it is not enshrined in any legal status with this specificity. Although palliative care is recognized as a human right, there is still a long way to go to unveil its concept and effectiveness. Aim: Discuss the representation of the hegemonic concept of palliative care advocated by the World Health Organization (WHO), in Brazil Materials and Methods: The concept of palliative care was analyzed through semi-structured interviews with subjects related to the policy and its implementation (professionals, managers, parliamentarians, lawyers and academics), in addition to its targets (patients, family members and caregivers), in Brazil. Results: The interview pointed to the difficulty of establishing a concept on the part of the majority of the interviewees (59%). Conclusion: In this essay discussed the urgency of a debate on the concept, its applicability and incompleteness, pointing to the efforts of a conceptual transition, both epistemological and political, in order to cope with the intense and gradual growth of this type of attention in Brazil.
