Challenges and opportunities of US student mobility: the case of the study in Portugal network

Resumo: | This case study aims to analyze the political, institutional and academic background regarding student mobility, specifically from the US to Portugal, which allowed the creation of a study abroad program – The Study in Portugal Network (SiPN), managed by Luso-American Development Foundation, a Portuguese non-profit institution. While an increasing numbers of international mobility students move to Portugal, the interest from North American universities/students is still residual. Therefore, it is both pertinent and challenging to design a program that articulates Portuguese universities with the academic and bureaucratic framework of US higher education. The success of such a program would contribute to place Portugal as a serious destination for North-American students. With this in mind, this case: • Provides a brief assessment of existing international mobility programs (Erasmus, North American mobility) and how Portugal stands as a destination for incoming international student mobility (ISM); • Presents the first two years of the Study in Portugal Network (SiPN) led by the Luso-American Development Foundation, in partnership with four Portuguese universities, to attract North American students; • Proposes a framework that may inspire the design of similar international mobility programs; • Provides a tool for international relations offices and other decision making authorities at universities, education policy makers, and similar, to design policies that suit their institution’s missions, specifically when trying to bridge US and Portuguese higher education systems. This case has been prepared through formal and informal contact with local administrative and organizational mobility program stake-holders and in consultation with scholars and officers in Portugal and in North American schools. It aims at contributing for further research that serves the mutual academic interests of all partners in international mobility. |

It aims at contributing for further research that serves the mutual academic interests of all partners in international mobility.Este estudo de caso tem como objetivo analisar o contexto político, institucional e acadêmico sobre a mobilidade dos estudantes, especificamente dos EUA para Portugal, o que permitiu a criação de um programa de mobilidade académico - o Study in Portugal Network (SIPN), gerido pela Fundação Luso-Americana de Desenvolvimento (FLAD), uma instituição sem fins lucrativos Portuguesa. Embora o número crescente de estudantes internacionais que têm vindo para Portugal, o interesse de universidades / estudantes norte-americanos permanece sem grande expressão. É por isso, tanto pertinente e desafiador, projetar um programa que articule e cônjuge as universidades portuguesas com a estrutura acadêmica e burocrática do ensino superior dos Estados Unidos da América. O eventual sucesso do mesmo, contribuiria para colocar Portugal como um sólido destino de estudo para estudantes norte-americano. Com isto em mente, este caso: • Fornece uma breve avaliação dos programas existentes de mobilidade estudantil internacional (Erasmus, de mobilidade da América do Norte) e como Portugal se configura como um destino nas lógicas de mobilidade internacional estudantil; • Apresenta os primeiros dois anos do programa Study in Portugal Network (SIPN) liderado pela Fundação Luso-Americana para o Desenvolvimento, em parceria com quatro universidades portuguesas; • Propõe uma estrutura e um governance que pode inspirar o desenho de outros programas de mobilidade internacional; • Fornece uma ferramenta para gabinetes de relações internacionais e outras autoridades com capacidade de tomada de decisão nas universidades, decisores políticos na área de educação, e similares, para projetar políticas que atendam aos propósitos de internacionalização das respetivas instituições, especificamente ao tentar promover a conexão entre o sistema de ensino superior português e o dos EUA. Este estudo de caso foi preparado por meio de pesquisas, contatos formais e informais com estruturas administrativas e organizacionais que desenvolvem e gerem programação referente à mobilidade no ensino superior em Portugal e nas escolas norte-americanas.
