Resumo: The number of occupational accidents in the Portuguese construction industry remains too high. The lack of training and information in health and safety matters leads to an insufficient preoccupation for risk prevention. Addressing risk prevention in the design stage, it is suggested the creation of guidance that helps the designers to fulfil their legal obligations in health and safety matters. To face the workers insufficient knowledge in risk prevention, it is proposed the creation of certification of their health and safety training. This model has the objective of ensuring that all construction workers have, at least, a basic formation in health and safety.
