Power and ideasthe legitimisation of the end of the Irish social partnership model during the Eurozone crisisDemocracyDiscursive institutionalismEurozone crisisIrelandSocial partnershipSociology and Political SciencePolitical Science and International RelationsSDG 8 - Decent Work and Economic GrowthUIDB/04627/2020 UIDP/04627/2020 PTDC/IVC-CPO/2247/2014One of the consequences of the Eurozone crisis was the collapse of social concertation. Some authors have explained that the need for fiscal retrenchment deprived governments of resources to offer concessions to trade unions (Regan, 2013). Although these explanations partly explain why social partnership ended, we do not yet know how political actors achieved this institutional change, neither which ideas they used to legitimate it. This article adopts a discursive institutionalist framework (Schmidt, 2008, 2010) to identify the ideas and the causal mechanisms through which political leaders were able to exercise ideational power in a paradigmatic case study: Ireland. The article argues that external constraints during the crisis empowered specific political actors that used the crisis as a ‘moment of political opportunity’ (Béland, 2005, p. 10) to end the social partnership model. They constructed a communicative discourse to legitimise this change based on the ideas that social partnership was dysfunctional and undemocratic.Instituto Português de Relações Internacionais (IPRI)RUNGago, Angie2023-03-21T22:25:30Z20222022-01-01T00:00:00Zinfo:eu-repo/semantics/publishedVersioninfo:eu-repo/semantics/article21application/pdfhttp://hdl.handle.net/10362/151003eng0790-7184PURE: 55299665https://doi.org/10.1080/07907184.2021.1880392info:eu-repo/semantics/openAccessreponame:Repositório Científico de Acesso Aberto de Portugal (Repositórios Cientìficos)instname:Agência para a Sociedade do Conhecimento (UMIC) - FCT - Sociedade da Informaçãoinstacron:RCAAP2024-03-11T05:33:25Zoai:run.unl.pt:10362/151003Portal AgregadorONGhttps://www.rcaap.pt/oai/openaireopendoar:71602024-03-20T03:54:24.437901Repositório Científico de Acesso Aberto de Portugal (Repositórios Cientìficos) - Agência para a Sociedade do Conhecimento (UMIC) - FCT - Sociedade da Informaçãofalse |
