Considering the fact that, the model in which States or their public entities are almost exclusively responsible for the implementation of policies and legislations, is not adequate enough to mitigate or solve the several environmental problems that humanity faces. Therefore, we rely on the governance model as a new way of governing, in search for a way to reach effectiveness. According to the International Environmental Governance model, several societal actors act in collaboration to solve complex environmental problems. Thus, we resort to a governance model with multi-stakeholder networks, because on one hand, these networks conform the governance paradigm, and on the other hand, they allow us to reach more effectiveness. We explain the international environmental governance paradigm, then analyze effectiveness according to different theories and finally, we bring the networks as a mechanism to improve effectiveness. For that purpose, we describe and characterize the networks and we also study some examples of current networks in operation in the environmental governance model. The examples we use are the International Union for the Conservation of Nature (IUCN), the Intergovernmental Panel on Biodiversity and Ecosystem Services (IPBES) and the Convention on Biological Diversity (CBD). Therefore, the research constitutes of three chapters: the first, about International Environmental Governance, the next one is dedicated to the study of effectiveness and the last one, is about the multi-stakeholder networks. The main scholarship about the subjects, and also official documents and publications from International Organizations were the support of our research.Esta pesquisa tem como principal questão jurídica a falta de efetividade das normas ambientais internacionais. Parte-se do pressuposto que, o modelo segundo o qual a concretização de políticas e legislações ambientais é de competência quase exclusiva do poder público dos Estados, não tem sido adequado para mitigar ou solucionar os diversos problemas ambientais hodiernos. Assim sendo, recorrendo ao modelo de governança como novo modo de governar, busca-se uma resposta para a falta de efetividade. Segundo o modelo de governança ambiental internacional, os diversos atores da sociedade atuam em colaboração para resolução de questões complexas. Desse modo, propomos uma governança em redes de multi-interessados, porque consubstanciam o paradigma da governança e porque permitem alcançar maior efetividade. Explicamos como se configura o paradigma da governança ambiental internacional, analisamos a efetividade segundo teorias diferentes e ao fim, propomos as redes como mecanismo para maior efetividade, caracterizando-as e exemplificando alguns casos de redes já existentes, mais precisamente, com os casos da União Internacional para a Conservação da Natureza (IUCN), do Painel Intergovernamental para Biodiversidade e Serviços Ecossistêmicos (IPBES) e da Convenção da Diversidade Biológica (CDB). A pesquisa divide-se, assim, em três capítulos: um sobre a Governança Ambiental Internacional, o segundo sobre a Efetividade e por fim, o das Redes de multi-interessados.
