Resumo: The article aims to outline the panorama of imbalance between the Brazilian political context, in its direct relationship with the planning and management of national tourism, and the production of knowledge in the area. As a starting point marks the period between 2014 to the present day. The investigation brings the elements that show the asymmetry between the emancipatory knowledge and the public policy of submission, considering that the academic production is at a privileged level in relation to the action of the State. It ends with the proposal to emphasize the needs of an emancipatory thinking that leads to studies, methodologies and propositions for the strengthening of the intellectual and productive capital of Brazilian Tourism.

Como ponto de partida assinala o período entre 2014 aos dias atuais, até a posse do mais recente Ministro de Estado do Turismo. A investigação traz os elementos que evidenciam a assimetria entre o conhecimento emancipatório e a política pública de submissão, tendo em vista que a produção acadêmica está num patamar privilegiado em relação à ação do Estado.
