As per during the settlement period of the Portuguese modern movement, the Habitações Económicas - Federação de Caixas de Previdência (HE), built upon specific actors that manifest themselves as being mostly for more orthodox ideas in what concerns the "modern way of being", emerge with a sense of social responsibility amongst a deprived country. This responsibility is shown not only in the programmes and implemented action plans, but also in the adopted housing models, responding clearly to a previously explored economic and social context, thus proposing new housing modes. It is proposed therefore, a reflection upon the HE strategic perspective during the decades of the 50th and 60th in Portugal, through the interpretation of the projected housing models by a new generation of actors that were supported, as defended by Nuno Teotónio Pereira, by a considerably high sense of public service.
