Globalização e a concepção de uma cidadania lusófona

Ao mesmo tempo em que a globalização propicia a circulação de pessoas, informações, divisas e bens pelo mundo, massifica a cultura e enfraquece as barreiras territoriais e o poder político dos Estados nacionais. Diante da inexistência de instituições políticas internacionais capazes de disciplinar esse fenômeno, surgem comunidades econômicas, políticas e culturais como uma tentativa de preservar e criar novas identidades coletivas. Uma dessas comunidades é a Comunidade dos Países de Língua Portuguesa, que reconhece a língua portuguesa como um bem e instituição social e cultural produtora da unidade multicultural, com uma função política de constituir e integrar a comunidade lusófona. Essa comunidade é vivenciada em um espaço público transnacional onde o respeito à diferença cultural é um fator de integração, tolerância e é fundamental para convivência democrática. Ademais, espaços transnacionais demandam o exercício da cidadania para além das estruturas jurídico-territoriais do Estado-nação, ou seja, exigem a concepção de uma cidadania também transnacional. Ao se reconhecer a existência de uma cidadania lusófona, todas as pessoas que possuírem seus requisitos têm o direito e o dever de participar ativamente na vida civil, econômica, cultural e política do território lusófono em que se encontrarem e fixarem residência. Por conseguinte, haverá uma maior integração dos povos lusófonos e fortalecimento das suas relações sociais, econômicas, culturais e políticas, a fim de proporcionar a solidariedade e o desenvolvimento a todos os países que têm a língua portuguesa como língua materna e/ou oficial; ABSTRACT: Globalization encourages the circulation of people, information, money, and goods around the world. It also provides everyone the access to the cultures by weakening the territorial barriers and the political powers of the National States. In the face of the inexistence of international political institutions capable of disciplining these phenomena, arise cultural, political and economical communities with the objective of preserving and creating new group identities. One of these communities is the Comunidade dos Países de Língua Portuguesa (CPLP – which translates to Community of the Portuguese Language Countries), that recognizes the Portuguese language as a good, social and cultural institution that produces multicultural identity with a political function of constituting and integrating the lusophone community. This community is present in public transnational space where the respect to the cultural difference is an integration factor where tolerance is fundamental to the democratic acquaintanceship. Furthermore, transnational spaces demand the exercise of citizenship beyond the State-Nation’s legal and territorial structures, this means that the conception of a transnational citizenship is required. When the existence of a lusophone citizenship is recognized, all individuals which possess its pre-requisites have the right and the duty of actively participating in the civil, economical, cultural and political life of the lusophone territory where they are located, hence, there will be a better integration of the lusophone people and strengthening of its social, economical, cultural and political relations, with the objective of providing solidarity and development for all the countries that have the Portuguese language as mother tongue and/or official language.
