A multifuncionalidade como estratégia de desenvolvimento, aplicada ao concelho de Cinfães

As the world globalizes and urbanization is accentuated, in rural areas there is a population decline, inseparable from a progressive aging of those who persist in these spaces. Nevertheless, there are cases such as the "Neo-rural", which provide important dynamics in a country strongly marked by rurality, such as Portugal, and the "naturbanization", that is the mobility of people from urban areas to rural areas of natural interest. "These are close to natural and national parks, inserted in these, or in areas of great landscape richness" (Prados, 2004, 15). These spaces are often distinguished by their natural landscapes, by their architectural and cultural heritage, their endogenous products and customs, or the quality of life they offer to the resident population. In the county of Cinfães, since the middle of the last century, the demographic decline is significant. Nevertheless , Cinfães is full of potentialities that are divided between the scenic beauty of the Montemuro mountain range and the preserved nature that surrounds the river Bestança. Therefore, Cinfães is a municipality extremely rich in natural and cultural heritage, especially in what concerns the archaeological heritage. However, there are problems that affect their development, namely the high unemployment rate and the weak accessibility. Under these circumstances, the objective of this article was to focus on multifunctionality as a strategy for the development of the county, based mainly on the combination of public strategies with other private strategies, in addition to the experience of the resident population, perceived through the application of surveys, which confirmed the existence of several problems, but also potentialities that introduced some development strategies for the county of Cinfães.
