This article will describe the reflective and analytical view of some theoretical complexity inherent in defining the concepts of city and urban. Thus, we place emphasis on some manifestations of this complexity with the aim of clarifying its theoretical and epistemological when we apply these same conceptual referential to the empirical reality of social housing in the city of Porto. We cannot fail to emphasize the intersecting themes of social exclusion, urban disqualification and socio-spatial segregation, assuming them as important contributions in the replacement of the issue under review. We cannot fail to mention that this is a theoretical framework that served as a broad to the empirical research, hence the importance of its disclosure.
