The Arctic, during the Cold War period, was a military stage between the two superpowers, the United States and the USSR where they sought to assert their military power. With the turn of the millennium, and with the end of the Cold War period, the Arctic moved into a climate of stability and security, paving the way for cooperation among actors in the region. Looking ahead, the Upper North region seems determined to be the stage for investment and trade, based in part on the new, increasingly busy routes linking Europe and Asia, and its perception of opening numerous seaports. This region in transformation has become a relevant strategic geography with significant geopolitical, socioeconomic and environmental changes due to climate change, existing strategic natural resources and the opening of new shipping routes. The framework of a new Arctic in the 21st century, in the light of International Relations, requires that institutions seek to maintain peace and stability in the region and look at the Arctic not only in the post-Cold War but also in the new environment of insecurity as a "globalized space".
