Energias renováveis em Portugal : situação actual

A garantia de um futuro para o planeta Terra passa pelo desenvolvimento das Energias Renováveis. A consciencialização deste facto por parte das entidades governamentais levou nos últimos anos, e sobretudo após a assinatura do Protocolo de Quioto em 1997, à definição de diversas medidas socio-económicas promotoras das energias “amigas do ambiente”. A convicção de que o desenvolvimento das energias renováveis implica, para além da inovação a nível da investigação e da tecnologia, a sua valorização por parte do cidadão comum baseada na consciencialização das suas vantagens assim como no conhecimento das principais medidas desenvolvidas para a sua promoção, constitui o fio condutor deste trabalho. Assim procedeu- se a um levantamento exaustivo dos esforços realizados a nível comunitário e sobretudo nacional, designadamente principais estratégias, legislação e respectiva regulamentação, projectos implementados, assim como os principais resultados obtidos. Toda a informação obtida foi reunida e organizada de modo a poder ser divulgada de uma forma contextualizada e integrada. Desta forma o trabalho foi desenvolvido essencialmente em duas partes, a primeira de consulta de bibliografia internacional, comunitária e nacional e a segunda, de carácter mais prático, dedicada à organização de várias “acções de comunicação” apresentando nestas a informação recolhida, ambicionando- se deste modo aproximar um pouco mais o cidadão comum a um futuro sustentável. O público-alvo preferencial foi o dos professores do 3º ciclo do ensino básico e do secundário cujas disciplinas prevêem nos seus programas curriculares a leccionação deste tema. Para além da elaboração das acções de divulgação foi ainda aplicado um pequeno questionário aos professores de uma escola (Escola Secundária Drª Maria Cândia de Mira - Coimbra) a fim de recolher alguns testemunhos escritos acerca do estado de informação dos mesmos no que respeita às energias renováveis em Portugal. A análise das respostas aponta para um desconhecimento genérico no que respeita a exemplos nacionais recentes de promoção das energias renováveis. Finalmente apresentamos com base nas aprendizagens adquiridas ao longo do desenvolvimento deste trabalho algumas sugestões para esforços futuros no âmbito da divulgação das energias renováveis em contexto escolar, destacando-se a aposta numa maior e mais actualizada formação dos professores. ABSTRACT: The guarantee of a future for the Planet goes through the development of the Renewable Energies. The perception of this fact by governmental entities led, in recent years, and over all after the signature of the Protocol of Kyoto in 1997, to the definition of several social and economical measures promoting the “friendly energies to the environment”. The strong belief that the development of the renewable energies implies, beyond the scientific and technological innovation, its valorisation by the citizen based on the recognition of its advantages as well as on the knowledge of the main measures developed for its promotion, constitutes the main stream of this work. Thus, an exhausting survey of the efforts carried by the European Union and by the Portuguese government was done, focused on the main strategies, legislation and respective regulation, implementation of projects, as well as the main results obtained. The information, which has been got, was banded and organized facilitating its dissemination in a integrated and in a contextualized form. In this way the work was developed essentially in two parts, the first one dedicated to consultation of international, communitarian and national bibliography and the second, more practical, dedicated to the organization of some “communications” presenting the collected information, with the ambition of approaching a little more the common citizen to a sustainable future. The preferential public-target were the teachers of the third cycle of basic school and of secondary school whose disciplines foresee in its curricular programs the teaching of this subject. Besides the elaboration of the communications it was applied a small questionnaire to the teachers of a Portuguese High School (Drª Maria Cândida of Mira - Coimbra) in order to collect some written testimonies concerning the state of information in respect to the renewable energies in Portugal. The analysis of the answers points to a generic unfamiliarity to recent portuguese examples of renewable energies promotion. Finally we present, on the basis of the learning acquired throughout the development of this work, some suggestions for future efforts in the scope of spreading renewable resources of energy in school, enhancing the need for more and better teacher formation on this subject.
