Resumo: To try to explain the construction of the Social Accounting Matrix (SAM), we start by giving a brief definition and characterisation of the SAM itself. This explanation is based, on one hand, upon methodological considerations that lead to the definition of a suitable classification of the matrix to build and, on the other hand, upon fulfilment of the cells of one SAM built for Portugal in 1990. As the basic source of information to built the SAM were the National Accounts, prepared and published by the INE (Statistics National Institute), the paper concludes by linking the SAM values to the national accounts for the year.
