Resumo: The commentary reflects on the critical ways in which the proliferation of private property rights and local planning powers constrain and delimit the changes in the forms of cities that will be required in the coming years to ensure that they remain productive, inclusive, and sustainable. It argues that the effective management of the coming disruptions now require a shift of power from the private and the local to the metropolitan and the regional.
