Resumo: At the beginning of 1821, shortly after its early reunions, the Portuguese Sovereign Congress became aware of a conspiracy hatched by certain diplomats of the former regime to obstruct the course of events initiated by the Portuguese Liberal Revolution of August 1820. The actions of five diplomats aimed to block commercial trade, refuse to issue passports and to intervene in the national territory of the powers of the Holy Alliance. On the basis of the report of an investigation, a parliamentary commission issued a judgement on the alleged conspiracy, indicating the actions taken by each of those involved and the measures that should be taken. This document raised diverse criticisms and heated debates, showing a wide variety of opinions on how to deal with these diplomats, namely, how to evidence, classify, punish and judge their crimes. This paper aims to analyse the evolution of this debate in Congress, from its inception to its end, within a framework of internal reforms and the reinforcement of conservatism at an international level, taking into consideration the dialectic between the counterrevolution and the revolutionary dynamics that marked the years 1820-1823.
