Entre conhecer, fazer e transformar A reabilitação das ilhas do Porto como mecanismo para a aprendizagem colectiva

Resumo: This dissertation is focused on Porto's ilhas, a large scale morphology that persists in the city, driven by the industrial Revolution. The main purpose is, through the qualification of these spaces, to contribute to create solutions that can allow us to respond to two related problems: the lack of affordable housing and the poor housing conditions of ilhas. We believe it will be important to study the agents that have the greatest influence on the management of ilhas in order to assess a possible collaboration with capacities for social transformation of the spaces under study. The investigation seeks to identify and explore possible dialogues between the different parties involved in the process of ilhas' rehabilitation such as owners, tenants and even various public entities. The idea is to highlight the actions from the various existing sectors that have had some impact on viable housing solutions for ilhas, reflecting on better ways of transposing the objectives, improving them and creating more efficient solutions with social purposes. The work starts from the contact with a pilot experience on an educational platform that would later result in the Arquitectos de Família workshop, and that was followed by two concerns that consequently resulted on the main subject of this dissertation. The first one, is related to the fact that the state of occupation of the territory and its characteristics can be the key to the elaboration of a widened intervention strategy. The second one, is concerned with the will to qualify interventions and its professionals, focusing on the form and relevance of creating educational platforms that may allow students to develop architectural projects, using their own qualifications as a tool to solve urgent problems. Following this perspective, the practical aim will be to devise intervention principles within two scales: a wider scale (ARU Campanhã Estação), suggesting an action plan regarding the existing buildings; and furthermore the scale of the ilha, where the overriding objective is not the establishment of formal rules of intervention, but recognizing a range of principles that can result in actions and selection of cases which can be replicated, in order to boost processes of social transformation.
