Resumo: Cyberspace is an atypical medium, in which there are several actors who act for its governance, contributing to different power relations, on the one hand, from the perspective of the Internet and, on the other, from the legal-normative perspective of cyberspace, referencing the regulatory framework of political communities. The main objective of this dissertation is to evaluate the different models of governance of cyberspace that converge with each other in the International Order, seeking to verify the inherent dispute of different powers for the implementation of the model defended by them. In tandem, we seek to understand whether in Internet governance, that is, its idiosyncrasies that allow its operation, there are some kind of confrontation of values and, of course, different powers. Consequently, the aim of this work is to address the issue of cyberspace in an interdisciplinary way, in the sense of understanding whether this medium is a space, in which individuals can interrelate, trying to defragment the complexity of the theme by analysing its components, enquiring about the specific geography of the virtual. At the same time, it is intended to investigate about the political and legal difficulties of the regulation of cyberspace, while examining the inherent difficulties of the foundation of a governance model of cyberspace. In response to the examination of the different existing models, four specific case studies are proposed - the European Union, the People's Republic of China, the Russian Federation, and the United States of America - in order to analyse the alignment of these specific political communities in relation to cyberspace, from a perspective to understand its legal-normative framework, as well as political, in the face of cyberspace.

O objetivo fundamental desta dissertação é avaliar os diferentes modelos de governação do ciberespaço confluentes entre si na Ordem Internacional, procurando verificar a inerente contenda de distintos poderes para a implementação do modelo por si defendido. Concomitantemente, procura-se entender se na governança da Internet, ou seja, as suas idiossincrasias que permitem a vigência da mesma, existe algum tipo de confronto de valores e de, naturalmente, de poderes distintos. Consequentemente, é alvo deste trabalho abordar a questão do ciberespaço de uma forma interdisciplinar, no sentido de compreender se este meio é um espaço, no qual os indivíduos se podem interrelacionar, procurando desfragmentar a complexidade do tema ao analisar as componentes deste, indagando sobre a geografia específica do virtual. Em simultâneo, pretende-se indagar acerca das dificuldades político-jurídicos da regulamentação do ciberespaço, enquanto se examina as arduidades inerentes da fundamentação de um modelo de governação do ciberespaço.
