Globalization, the end of the Cold War and the events of September 11, 2001 changed the international spectrum and power relations. Gained strength, the concepts of human, collective and cooperative security and increased assistance for peace, where the GNR plays a major role. Dichotomous concepts of defense and security go together and come up sectors which demand the intervention of the military forces in internal security. The dual system of security forces, contrasting by some, is the pillar of the system. The Internal Security Law, despite the anomalies identified, it seems appropriate to the new context of threats and risk. The world has become dangerous, uncertain, changeable, fickle and unpredictable. The main goal is to characterize the moment of transformation in internal security, the approach to defense, security and defense forces, in particular GNR, analyzing the national, international and transnational strategic concepts and current internal security and national defense. We used the hypothetical deductive method, supported by review and appeal the application of questionnaires. The thesis is organized into two parts and nine chapters: I - Background, II-The importance of security, III-Convergence in defense and security, IV-Portugal international missions, V - The contribution of the GNR to world peace, VI - The current system of internal security, VII - The military in internal security, VIII - Plan of investigation, IX - Presentation and discussion of results. The world has changed, with new risks and threats without borders. The military nature of the GNR is an asset in performing tasks of security and defense, whether internal or the deployment of security in the world. There are too many police authorities in Portugal and LSI provides legal and operational flaws. The concepts of security and defense have been approached but did not justify the intervention of the military in internal security in police missions, neither modification of CRP. Coordination and cooperation, the sharing of data and interoperability of systems and devices is the key to ensuring national security and defense, contributing to global peace in the world.
