Decision-making in the system of protection of children and young people: A study comparing the attitudes of professionals and students

Resumo: This study has as main objective to analyse the attitudes of 200 students of higher education and 200 professionals, responsible for case supervision and recommendations for intervention, in areas related to decision-making processes in the child and young people protection system, in matters such as foster care and residential care. The study adopts a quantitative strategy and data were collected in 2014 in the main regions of the country (Braga, Porto, Coimbra, Lisbon and Faro), with the application of the questionnaire “Child Welfare Attitudes Questionnaire” (Davidson-Arad & Benbenishty, 2008, 2010). The results show that both participants, professionals and students, can be divided into two groups, one more and other less favourable to removal. In comparison, professionals are less favourable to child’s removal and advocate reunification more than the students. There are no statistically significant differences between the participants regarding the role of foster and residential care, as well as the participation of the child in the decision-making process. However, professionals are more supportive of parental involvement in decision-making than students. Finally, there are some implications for practice.

Finally, there are some implications for practice.Este estudo tem como principal objetivo analisar as atitudes de 200 estudantes do ensino superior e 200 profissionais, responsáveis pela supervisão de casos e pelas recomendações para a intervenção, em domínios relacionados com os processos de tomada de decisão no sistema de proteção das crianças e jovens, em matérias como o acolhimento familiar e o acolhimento residencial. O estudo adota uma estratégia quantitativa e os dados foram recolhidos em 2014 nas principais regiões do país (Braga, Porto, Coimbra, Lisboa e Faro), com a aplicação do questionário ‘Child Welfare Attitudes Questionnaire’ (Davidson-Arad & Benbenishty, 2008, 2010). Os resultados obtidos permitem concluir que ambos os participantes, profissionais e estudantes, podem ser divididos em dois grupos, um mais favorável à retirada e outro menos favorável à retirada. Em comparação, os profissionais são menos favoráveis à retirada da criança e defendem mais a reunificação do que os estudantes. Não há diferenças estatisticamente significativas entre os participantes no que diz respeito à opinião sobre o papel do acolhimento familiar e do acolhimento residencial, assim como à participação da criança no processo de decisão. No entanto, os profissionais apoiam mais a participação dos pais no processo de decisão do que os estudantes.
