Resumo: This paper presents a study developed from latent corpus on the Internet regarding a discourse analysis of the Portuguese government leaders between 2007 and 2014, regarding the Portuguese strategic vision with regard to the policies of investment in technology-driven projects in education. This analysis seeks to detail the level of parity between investment in human capital and technological capital. The tendency to focus on the main technological capital strongly contradicts the literature that emphasizes the importance of capitalizing the human factor, while ensuring proficiency of technology in an educational context. The results show a disparity between investment in human capital and technological capital, the latter is, in general, the focus of financial effort.

Esta análise procura minudenciar o nível de paridade entre o investimento no capital humano e no capital tecnológico. A tendência para a principal aposta no capital tecnológico contraria fortemente a revisão da literatura que sublinha a importância da capitalização do fator humano, enquanto garante da proficiência da tecnologia em contexto educativo.
