Congestion function, crowding function and the 'publicness' of local public goods

Resumo: This paper deals with the “publicness" or "privateness" of local public goods (LPG), considering a distinction between a congestion function (which applies to facilities) and a crowding function (related to communities). It is argued that even assuming the existence of an increasing marginal congestion function, the crowding function will be homogeneous (degree zero) under some plausible assumptions. A clarification of the shape of the crowding function supports the "privateness" result found in several empirical papers in literature. Implications of the analysis concerning the design of intergovernmental grants and the quality of local services are also discussed.
