Resumo: | Society is increasingly dependent of the automobile and its efficiency as a mean of transportation (the access to a car increases considerably the individuals radius of action and capacity of choice), hence, the main road infrastructure present excellent opportunities of catalysing . In the case of heavy infrastructure (discussed in this work), the access is restricted to certain points, corresponding to the access nodes of the arterial network, however, allows travel greater distances in a shorter period of time, directing to the access nodes of the arterial network a higher power of mobilization and transformation, which channels the most powerful dynamics to its influence area, a phenomenon that often results in a process of concentration of activities with a wide polarization capacity, capable of producing a powerful effect of centrality. The change agents, mainly private, but also public, identify in the areas near the main access nodes to the arterial network the necessary conditions to proceed to the implementation of large masses built or "heavy metals", able to converge users and staff of a enlarged region. The new forms of territorialization, close to the access nodes to the arterial network, are the result of a set of transformations that do not reflect the objectives outlined in the planning instruments, nor does it fall within the logical of the previous building, a situation that points to the strengthening of investments in areas with deficit of some levels of infra-structure, in which public space is internalized or oriented to the automobile. Although these points of maximum accessibility mark the territory by the economic dynamics that represent, they correspond to areas of amnesia in terms of planning and public investment, the more peaceful situations represented by the canonical city continue to channel almost all operations requalification, phenomenon that highlight the inadequacy of territorial policies in force. |
