A Landscape Structure Proposal for a Sustainable Development – Quy Nhon City

Resumo: | According to Asia 2050 (ADB 2011) the Southeast Asia’s urbanization rate will increase from 42% in 2010 to 65% in 2050. In the face of this, the Viet Nam government approved its National Green Growth Strategy (2012) which complements the Framework Master Plan for Urban Development in Viet Nam to 2025 and the 2050 Vision. This framework comprises a balanced and strategic growth through the development of secondary and tertiary cities, as Quy Nhon City (QNC), as hubs within provincial urban systems. The Green Cities Action Plan embodies ADB’s new Green Cities approach urban development by means of the 3E lens (environment, economy, and equity) aiming to develop cities in a sustainable way to be green, competitive, and inclusive in an environmental, economic and social way. Within the Green Cities framework, we propose a new design approach to QNC planning. This approach based on landscape systems is materialized in a continuous and productive landscape structure promoting the occurrence of ecologic, economic and social processes. This multifunctional structure is fundamental for the sustainable growth of cities such as QNC, enabling a realtime response to ecologic current fragilities faced by urban spaces, preservation of cultural values, heritage, and identity, aesthetic concerns and leisure. It also enables partnerships among the local and central government, the communities and the private sector, industry and enterprises. These partnerships will address the problems, identify and implement the adequate solutions to these issues without compromising social equity. |
