Resumo: This article intends to revise the Special Rehousing Program (PER) discourses, beginning with its initial huge intentions, and its first steps. It studies the way by which social workers and scientists interested and engaged with the housing subject maintained a close watch attitude during its implementation. The article looks critically at PER and at its multiple discourses (legislation discourse; the technical, political and social discourses, and also the social housing dwellers discourses), as a way to illustrate the environment that was lived in PER.

Analisa-se a forma pela qual técnicos e cientistas interessados e envolvidos na problemática da habitação mantiveram uma postura crítica relativamente a este Programa, ao mesmo tempo que este vinha sendo implementado.
