Humanitarian perspective of unemployment: coaching proposal for employment policies improvement

Resumo: | This research purpose is to investigate whether Coaching practices can impact individuals personal and professional lives while (un)employed. For that, argues based on a “Humanitarian perspective of Unemployment”, that policymakers do not sufficiently take in consideration the consequences that (un)employment might have on people’s lives. Analysing possible gaps in the implementation of employment policies in Portuguese public employment institutions, the research uncovers whether they are responding to the subjective needs of individuals (unemployed and employment professionals), or even alleviating possible negative consequences of unemployment. Coaching practices are introduced to sight how they can contribute to improve personal and professional lives of individuals, as well as improve employment policies implementation. Performing a “grey literature review” and a brief systemic review of the literature using PICO method (Participants, Interventions, Comparison and Outcomes) on Coaching practices with unemployed individuals, it was possible to conclude that Coaching practices do positively affect (un)employed individuals. The research also concluded that employment policymakers seem to be mainly focused on professional training needs of employers and unemployed individuals, and with their satisfaction with the services provided. They also seem to be disregarding the subjective needs of unemployed individuals and career professionals within (un)employment context. It was possible to conclude, that some existing measures do not seem to be alleviating some of the negative consequences of unemployment, although might seem to promote higher sociability and contribute to social exclusion reduction. Regarding Coaching practices, it’s possible to conclude that they can positively benefit individuals and organizations in general, and in what concern to (un)employment context, they indeed seem to produce satisfactory results, either at personal and/or professional level of unemployed individuals lives. The study can conclude, that the benefits achieved with Coaching practices by (un)employed individuals could also be applicable to career support professionals. Finally, its possible to conclude, as Coaching Cultures depend on coaching practices, that although it might be hard to implement these practices inside Portuguese public employment services, they could positively improve (un)employment policies and consequently, personal and professional lives of unemployed individuals. |

Para tal, argumentou-se, com base na "Perspetiva Humanitária do Desemprego", que os decisores políticos nem sempre, suficientemente, têm em consideração as consequências que o (des)emprego pode ter na vida das pessoas. Foram investigadas possíveis lacunas de implementação das políticas de emprego portuguesas, tentando descobrir se respondem às necessidades subjetivas dos indivíduos (desempregados e profissionais de apoio ao emprego), ou mesmo aliviar possíveis consequências negativas do desemprego. Apresentaram-se práticas de Coaching, averiguando de que forma contribuem para melhorar a vida pessoal e profissional dos indivíduos, bem como melhorar a implementação das políticas de emprego. Foi realizada uma revisão de “literatura cinzenta” e uma breve revisão sistémica da literatura, através do método PICO (Participantes, Intervenção, Comparação e Outcomes/Resultados) em estudos que usam práticas de Coaching para ajudar indivíduos desempregados. que os decisores políticos parecem estar focados, principalmente, nas necessidades de formação profissional de empregadores e desempregados, e com sua satisfação com os serviços prestados. Parecem ainda desconsiderar as necessidades subjetivas de indivíduos desempregados e dos profissionais de apoio ao emprego. Foi possível concluir, por dedução, que algumas das medidas existentes não parecem estar a aliviar algumas das consequências negativas do desemprego, embora pareçam promover uma maior sociabilidade e contribuir para a redução da exclusão social do desempregado. No que diz respeito às práticas de Coaching, é possível concluir que podem beneficiar positivamente tanto indivíduos, como as organizações em geral e, no que se refere ao contexto do (des)emprego, produzir resultados satisfatórios, seja a nível pessoal e/ou profissional dos desempregados. O estudo concluiu também, por dedução, que os benefícios obtidos através das práticas de Coaching, podem ser aplicáveis a profissionais de apoio ao emprego.
