New practices in participatory evaluation: lessons from an evaluative research on health councils in Brazil and Spain

Resumo: Based on the reflective notes of a participatory evaluation carried out in Brazil and Spain on health councils, this article will show some key factors that allow the emergence of innovative evaluative practices. These epistemological and organizational changes are manifested through a series of processes based on the dynamic co-production of knowledge, the creation of learning environments and the networking of innovative interventions. The evaluator here becomes a knowledge translator, ultimately responsible for setting up a dynamic network between stakeholders. Translation in this case allows, firstly, to align different logics of multiple actors and sectors of intervention and, on the other hand, favors the creation of new alliances and innovative projects. In this context, collective intelligence, crowdsourcing and open innovation are interesting research axes regarding new evaluative practices, especially in the public health sector.

Estas mudanças epistemológicas e organizacionais são manifestadas através de uma série de processos basados na coprodução dinâmica de conhecimento, na criação de espaços de aprendizagem coletiva e na articulação em rede de intervenções inovadoras. O avaliador torna-se aqui um tradutor de conhecimento, responsável em última instância da configuração de uma rede dinâmica entre as partes interessadas. A tradução neste caso, permite em primeiro lugar, alinhar diferentes lógicas de múltiplos atores e setores de intervenção e, por outro lado, favorece a criação de novas alianças e projetos inovadores.
