O Bairro de Ramalde, Fernando Távora e a habitação social no Porto

Resumo: Modernity in the work of Fernando Távora became a starting point. The intention to build a critical reflection on modern architectural production in the city of Porto has indicted the draft Plan and the district of Ramalde, as a paradigmatic case of discovery and application of Modern in the work of Távora and in the context of Oporto. Ownership of major national and international references, which were the result of their incessant demand for "a cultural reference for regulating the last chance to order"4 became central to the critical and projectual construction of its own modernity. In this sense, this work integrates itself a reflection on the various aspects of urban and architectural proposal. In 1952, Fernando Távora restates this assumption "the great works of Architecture and Urbanism have always been modern as they translated exactly, that is, according to a perfect relationship, the surrounding conditions."5 In Ramalde, Távora works with these conditions, studies the city and creates the district as a unit that is part of it. The original intention of "install 6000 people comfortably" required Távora a global perception of all the constraints of the plan: the deployment, the relationship with the existing city and especially the social, economic principles underlying the project. The plan proposed by Távora would be closely linked to a clear expansion of the city to West. Associated with the long axis connecting the city to the sea (Avenida da Boavista), the district Ramalde expected to provide all its people a new and healthy relationship of the living space with green public spaces and leisure. Assumptions released by the Modern Movement, the international discussions of architecture, such as CIAM, the launch of the Athens Charter and the particular vision of Távora on the issue of multifamily housing in height, and the introduction of similar case studies formed the basis for the analysis and interpretation of this project. The issue of minimal housing will be in all these cases a reference point for new thinking and experimentation around the issue of housing. With a route still short but very intense with respect to wills and intentions, projects such as the Campo Alegre Plan and the Plan for Ramalde already apply modern values that enter into dialogue with the specific characteristics of the place and the identity of each physical and social context. The same happens in Ramalde. Ramalde is clearly providing a new architectural language, linked to major ideological, formal and constructive transformations. The wisdom of Távora in handling and knowledge of the eigen values of Portuguese architecture allows this work to reach a consistent architectural weighted between local conditions and values of modernity.
