Neste intuito, o argumento desenvolve-se numa lógica dicotómica: se, por um lado, a Organização das Nações Unidas tem apoiado regularmente um aprofundamento normativo da Responsabilidade de Proteger – conducente à alteração do comportamento dos Estados e à materialização da agenda de segurança humana –, por outro lado, verifica-se uma marginalização institucional da doutrina, uma vez que, na prática, esta é sistematicamente menosprezada pelo Conselho de Segurança das Nações Unidas – o que compromete o potencial da agenda de segurança humana e inviabiliza a proteção dos indivíduos em contexto intervencionista. Deste modo, é mobilizada a teoria Institucionalista Neoliberal, com o intuito de interpretar a pertinência das Nações Unidas em matéria de difusão da agenda de segurança humana e operacionalização da Responsabilidade de Proteger. Por sua vez, de modo a entender o impacto normativo da Responsabilidade de Proteger no domínio político – mediante o condicionamento e alteração dos interesses dos membros do Conselho de Segurança das Nações Unidas –, é mobilizada a teoria Construtivista. Após a desconstrução teórica de ambas as dimensões em análise, procura-se aferir se a Responsabilidade de Proteger permitiu consubstanciar, na prática, os ideais de segurança humana, ou se, dados os constrangimentos envoltos na aplicação da doutrina, esta corre o risco de se tornar apenas um elemento de retórica. Por conseguinte, em primeiro lugar são explorados os entendimentos académico e político de segurança humana, de modo a averiguar a relevância da agenda em contexto de intervenção humanitária. De seguida, é apresentada a evolução normativa da Responsabilidade de Proteger, com enfoque no seu progresso institucional. Posteriormente, recorrendo de forma ilustrativa aos cenários humanitários da Líbia (2011) e do Sudão do Sul (2013), procura-se evidenciar as incoerências associadas à operacionalização da Responsabilidade de Proteger. Estas são examinadas transversalmente num último momento da dissertação, através da problematização dos principais condicionantes da doutrina.This dissertation seeks to answer the question “to what extent can the Responsibility to Protect be understood as the operationalization of the human security agenda, by ensuring the protection of individuals in the event of a humanitarian intervention?”. Therefore, it is argued that both dimensions are headed in opposite directions: while, on the one hand, the United Nations has been promoting a normative development of the Responsibility to Protect – leading to a change in States’ behaviour and to the materialization of the human security agenda –, one the other hand, there is a lack of institutional willingness to implement the doctrine, since it is systematically undervalued by the United Nations Security Council. Hence, the analysis mobilizes the Neoliberal Institutionalist theory, in order to assess the relevance of the United Nations in the diffusion of the human security agenda and in the operationalization of the Responsibility to Protect. Consecutively, it is mobilized the Constructivist theory, to evaluate the normative impact of the Responsibility to Protect in the political domain – with regard to the constraints and change of interests that it poses to the members of the United Nations Security Council. Following the theoretical deconstruction of both dimensions under analysis, the objective is to assess if the Responsibility to Protect enabled the practical concretization of the human security agenda, or if, given the constraints involved in the application of the doctrine, it may have become a rhetorical liability. Thus, initially it is explored the academic and political understanding of human security in order to ascertain the relevance of this agenda in the context of humanitarian intervention. Thereafter, it is presented the normative evolution of the Responsibility to Protect, focusing on its institutional progress. Subsequently, with resort to the illustrative humanitarian scenarios of Libya (2011) and South Sudan (2013), the objective is to highlight the inconsistencies associated with the operationalization of the Responsibility to Protect.
