The hotel sector stakeholders in the Municipality of Inhambane, Mozambique: identication of impacts, social vulnerability and alternative strategies

Resumo: This article identifies the hotel sector impacts in the municipality of Inhambane from the perspective of its main stakeholders, measures the stakeholders' Social Vulnerability Index of stakeholders in face of the hotel companies' activity and formulates alternative hotel strategies to maximize the local socioeconomic development and social welfare. Methodologically, the research follows the constructivist paradigm advocated by Aledo and Domínguez-Gómez (2018a), presenting a mixed character (qualitative and quantitative) and based on a participatory approach. In this context, 3 hotel owners, the local Hospitality and Tourism Association, the Provincial Directorate of Culture and Tourism, the Inhambane Higher School for Hospitality and Tourism are interviewed, 279 stakeholders and 18 hotel directors are also surveyed. It's observed that the main impacts of the hotel sector are from the economic sphere, and the sector's capacity to empower the local population and stimulate sociocultural development can also be highlighted. On the negative side, there are impacts at the institutional - legal level and in the demographic scope. It's concluded that, despite the undoubted relevance of the hotel sector for the municipality socio-economic dynamics, its stakeholders' value more the indirect impacts than its direct ones, being urgent to implement community consultation forums that allow improving the collaboration between hotel companies and the local community.

Metodologicamente, a pesquisa segue o paradigma construtivista preconizado por Aledo e Domínguez-Gómez (2018a), apresentando um carácter misto (qualitativo e quantitativo) e assente numa abordagem participativa. Neste contexto, são entrevistados 3 proprietários de empreendimentos hoteleiros, a Associação de Hotelaria eTurismo local, a Direção Provincial da Cultura e Turismo de Inhambane, a Escola Superior de Hotelaria e Turismo de Inhambane, sendo ainda inquiridos 279 stakeholders e 18 diretores hoteleiros. Observa-se que os principais impactes do setor hoteleiro são do foro económico, podendo-se destacar também a capacidade do setor em empoderar a população local e estimular o desenvolvimento sociocultural. Pela negativa, constatam-se impactos ao nível institucional - legal e no âmbito demográfico.
