Resumo: | The article discusses the controversies raised by the universal coverage proposal for health at the expense of the consolidated notion of universal public systems. To this end, the author uses a historical overview of the incorporation of health as a matter affection to the State, and recall the ways in which public health policies were designed, both universal and public, as in the fragmented sense. In addition, evokes health as a fundamental human right , so considered by the Committee on Economic, Social and Cultural Rights of the United Nations in 2000 , which gave way to a proposed “ universal coverage “ , whose first mentions took place in 2005 but that was consolidated and was adopted the United Nations General Assembly in 2012. It presents, in the end, the criticism and the potential risks of abandoning the ideal of universal public systems to adopt the notion of universal coverage. |

Para tanto, o autor recorre a uma síntese histórica sobre a incorporação da saúde como assunto afeto ao Estado, além de relembrar as formas pelas quais as políticas públicas de saúde foram concebidas, tanto no sentido universal e público, quanto no sentido fragmentado. Além disso, evoca a saúde como direito humano fundamental, assim considerado pelo Comité dos Direitos Económicos, Sociais e Culturais das Nações Unidas, em 2000, o que cedeu lugar a uma proposta de “cobertura universal”, cujas primeiras menções se deram em 2005, mas que se consolidou e foi adotada pela Assembleia Geral da Organização das Nações Unidas, em 2012.
