The local administration in Atlantic territories during the 17th century: the Câmara de Lisboa and the Cabildo de Tenerife facing the exogenous adversities

Resumo: This paper presents an investigation about the action of the local government against eventualities in Atlantic ports. Through an  analysis of the municipal documentation of Lisbon and Tenerife I have made a comparative study between both territories during the 17th century. Based on the action of the members of the local government, I analyze the mechanisms used to solve the threats  and the interests of the oligarchy. In the same way, I analyze the consolidation of communication channels between different administrations, whether Castilian or Portuguese, as an essential element to preserve security and supply. Finally, this study will  explore the connections that were forged between local governments dependent on their transoceanic ties from the perspective of  the analysis of the Portuguese elite that became part of the Tenerife Regiment and the ties they built with other Portuguese Atlantic  administrations.

A través de un análisis de la documentación municipal de Lisboa y de Tenerife hemos realizado un estudio comparativo entre ambos territorios durante el siglo XVII. A partir de la acción de los miembros del gobierno local analizamos los  mecanismos empleados para resolver las amenazas y los intereses que subrayasen dentro de la oligarquía. Del mismo modo,  abordamos la consolidación de las vías de comunicación entre distintas administraciones, ya fueran castellanas o portuguesas,  como elemento esencial para preservar la seguridad y el abastecimiento. Finalmente, este estudio tratará las conexiones que se  forjaron entre gobiernos locales dependientes de sus vínculos transoceánicos a partir del análisis de la élite lusa que llegó a formar  parte del Regimiento Tenerife y los lazos que construyeron con otras administraciones de su entorno portugués. Este trabalho apresenta uma investigação sobre a atuação da administração mediata diante de eventualidades nos portos voltados  para o Atlântico. Através de uma análise da documentação municipal de Lisboa e Tenerife, fizemos um estudo comparativo entre os  dois territórios durante o século XVII. Com base na ação dos membros do governo local, analisamos os mecanismos usados para  resolver ameaças e os interesses que eles destacaram dentro da oligarquia. Da mesma forma, abordamos a consolidação de canais de comunicação entre diferentes administrações, seja castelhana ou portuguesa, como um elemento essencial para preservar a  segurança e o abastecimento.
