Resumo: This paper consists on the report of the 6 months internship at the Permanent Representation of Portugal to the Council of Europe. Therefore, I describe the internship: plan, objectives and main tasks. Then the research chapter focuses on the theme of Minority Rights. The theme was chosen for personal reasons also for being included in the range of subjects treated during the internship and for its fragility within the International Community. In this part, the evolution of the issue over time and the attempts by the International Community to resolve it is described. Afterwards, the issue was restricted to the scope of the Council of Europe, and it was sought to understand what mechanisms are needed to effectively implement the Framework Convention for the Protection of National Minorities and what measures should be taken by the States in agreement with the Advisory Committee. Finally, I will mention the measures implemented by the Portuguese State to fight the exclusion of the Roma community

Surge, por isso, a descrição do estágio: plano, objectivos e tarefas realizadas. Segue-se o capítulo da investigação que se centra no tema dos Direitos das Minorias. O tema foi escolhido por motivos pessoais, por estar inserido no leque de matérias tratadas no decorrer do estágio e pela sua fragilidade no seio da Comunidade Internacional. Nesta parte é enunciada e evolução da questão ao longo do tempo e as tentativas por parte da Comunidade Internacional em resolvê-la. Adiante, o tema foi restringido ao âmbito do Conselho da Europa e procurou-se perceber quais os mecanismos necessários para implementar eficazmente a Convenção-Quadro para a proteção das minorias nacionais e quais as medidas que os Estados devem executar para tal finalidade de acordo com o Comité Consultivo.
