In Social Assistance Contingency Plan in the COVID 19 Pandemic in Brazil: Implementation and Transversality – Phase II

Resumo: | This research in Phase II of its development aims to review, explore, identify and map the PLANCON Contingency Plans for Social Assistance prepared in the COVID-19 pandemic between 2020 and 2021 in the capitals of 26 States and DF to identify and explore the logical questions, techniques and policies for planning and managing preventive and mitigating measures for protection and civil defense in response to an emergency situation. Considered a natural disaster, the pandemic was inserted in a biological subgroup, with a sudden, significant and transitory increase in the occurrence of infectious diseases generated by viruses in the Brazilian Classification and Codification of COBRADE Disasters. The capillarity of the Single System of Social Assistance (SUAS) in the Brazilian social protection policy, in connection with the Single Health System (SUS) makes it possible to promote the development of two PLANCONs of Social Assistance for action on Covid-19 in 27 states and 5,570 municipalities. In Brazil, the Contingency Plans are foreseen in the National Civil Protection and Defense Policy to define procedures, actions and decisions in response to emergencies. As a preponderantly qualitative research and type of study based on a literature review, it is expected, with the support of the digital tool of the webQDA software, to optimize the systematization of two data in a collaborative and distributed environment, essential in the interaction of geographically distant teams. As a propaedeutic result, it will be verified different levels of obstacles not accessible to the planes in the surveyed capitals. The global unpreparedness not confronting contingencies results in different variables that affect the results not planning and management in the areas of health, economy, education, social assistance, among others. As a result, after the completion of all the phases (I, II, III and IV), it is expected that the research could contribute to support the reflection and debate of new working methodologies in the management of social protection public policies. |

Esta pesquisa na Fase II de seu desenvolvimento objetiva revisar, explorar, identificar e mapear os Planos de Contingência PLANCON da Assistência Social elaborados na pandemia de COVID-19 entre 2020 e 2021 nas capitais do 26 Estados e DF para identificar e explorar as questões lógicas, técnicas e políticas do planejamento e gestão das medidas preventivas e mitigadoras para a proteção e a defesa civil na resposta nessa situação de emergência. Considerada como desastre natural, a pandemia foi inserida no subgrupo biológico, com aumento brusco, significativo e transitório da ocorrência de doenças infecciosas geradas por vírus na Classificação e Codificação Brasileira de Desastres COBRADE. A capilaridade do Sistema Único da Assistência Social (SUAS) na política de proteção social brasileira, em conexão com o Sistema Único de Saúde (SUS) possibilita potenciar a elaboração dos PLANCON da Assistência Social para atuação na Covid-19 nos 27 Estados e 5.570 municípios. No Brasil os Planos de Contingência estão previstos na Política Nacional de Proteção e Defesa Civil para definir procedimentos, ações e decisões na resposta às emergências. Como pesquisa de caráter preponderantemente qualitativo e tipo de estudo com base em revisão de literatura, prevê, com apoio da ferramenta digital do software webQDA otimizar a sistematização dos dados em ambiente colaborativo e distribuído, essencial na interação da equipe distante geograficamente. Como resultado propedêutico, constataram-se diferentes níveis de óbices no acesso aos planos nas capitais pesquisadas. O despreparo global no enfrentamento de contingências resulta em diferentes variáveis que afetam os resultados no planejamento e gestão nas áreas da saúde, economia, educação, assistência social, entre outras.
