O que antes era ficção cientifica está rapidamente a tornar-se realidade, á medida que a inteligência artificial transforma a guerra, o crime, a justiça, os empregos a sociedade e até o que significa ser-se humano. Mais de qualquer outra tecnologia a IA tem o potencial de revolucionar o nosso futuro coletivo. A IA e a condição humana coloca-nos face a face com as questões essenciais do nosso tempo: como crescer e prosperar através da automação sem deixar as pessoas sem dinheiro nem objetivos? Será o rendimento básico universal a solução? Ao longo desta dissertação pretende-se explicar os limites Éticos da I.A. Será que a I.A. vai ajudar a vida a florescer como nunca antes na história da Humanidade, ou pelo contrário as máquinas acabaram por dominar e quem sabe até substituir-nos. O estudo desta temática é muito pertinente na medida em que reflete o modo como podemos encontrar soluções para uma das mais profundas alterações na história da vida da do ser humano. Os desenvolvimentos sem precedentes na área da I.A, as mudanças que se avizinham serão muito mais rápidas do que julgamos. Os Estados reconhecem-se completamente incapazes de terem a capacidade Tecnológica das grandes empresas privadas e multinacionais Norte Americanas e Chinesas que competem entre si pelo domínio da I.A a nível mundial, os estados estão desprotegidos, e sem legislação suficiente para regular a IA. O ser humano evoluiu em tudo materialmente, mas a nossa compreensão da pessoa humana não evolui, temos de pensar nos seres humanos que nascem hoje e terão de lidar com a IA por décadas. A tensão entre o trabalho humano e as tecnologias das máquinas, com estas a substituir o trabalho do homem em modelos de concorrência que preferem a produção massificada e rápida de muitos bens pelas máquinas ao trabalho das pessoas. A desumanização das sociedades que mergulham acriticamente nas tecnologias é um dado ainda pouco estudado. A fusão entre humano e a tecnologia requer um equilíbrio e legislação com regras e princípios de Direito para evitar uma forma de suicídio coletivo. Não temos ainda nas Universidades e na legislação um Direito da robótica que adapte as regras jurídicas á autonomia das máquinas, e também não temos ainda uma disciplina de filosofia do Direito Ética da inteligência artificial e governança digitalAbstract: We are currently experiencing the beginning of a New Age, the digital age accelerated by Covid 19, the pandemic that shook the world. What used to be science fiction is fast becoming a reality an artificial intelligence transforms war, crime, justice, jobs, society and even what it means to be human. More than any other technology, AI has the potential to revolutionize our collective future. AI and the human condition bring us face to face with the essential questions of our time: how to grow and prosper through automation without leaving people with no money or goals? Is universal basic income the solution? Throughout this dissertation, we intend to explain the ethical limits of A.I. Will A. I. help life to flourish like never before in the history of humankind, or on the contrary, machines will eventually dominate and perhaps even replace us. The study of this theme is very pertinent in that it reflects the way in which we can find solutions to one of the most profound changes in the life history of human beings. The unprecedented developments in the field of AI, the changes ahead, will be much faster than we think. States recognize that they are completely incapable of having the technological capacity of the large private companies and North American and Chinese multinationals that compete with each other for the domain of AI worldwide, the states are unprotected. The human being has evolved in everything materially, but our understanding of the human person does not evolve, we have to think about the human beings that are born today and will have to deal with AI for decades. The tension between human labor and machine technologies, with this replacing human labour in competitive models that prefer the mass and rapid production of many goods by machines over people's work. The dehumanization of societies that uncritically immerse themselves in technologies is still a little studied. The fusion between human and technology requires a balance to avoid a form of collective suicide.
