Competitiveness factors in rural areas adjacent to coastal zones

Resumo: Tourism is one of the most important sectors of economic activity in Portugal and with huge growth potentials. The development of tourism in the coastal-rural zones must be guided by an integrated planning approach through the creation of projects aimed at promoting the residents' quality of life, fostering tourism activities and improvement of the citizens' quality of life. The main objective of this research is to understand the competitiveness factors inuencing the development of these destinations. For the methodology, we reviewed relevant literature and later conducted interviews to validate the theoretical concepts presented and appropriate to the concrete case of rural- coastal areas. The TCZR (Coastal Tourism in Rural Areas) model was used as the basis of this work with the objective of creating a new model that reects the key competitiveness factors for these regions. This paper concludes that strategic planning and networking associated with concrete objectives and new forms of governance are fundamental in improving the competitiveness of coastal - rural destinations. Product quality, creative tourism, new local economies, genuine traditional and cultural experiences, hospitality, innovation capacity, among others, are the main competitiveness factors for developing these tourist destinations. Finally, we have developed our thinking and knowledge through the creation of a Development Model of Tourism Competitiveness in Coastal - Rural Areas, a new version of the Coastal Tourism Development Model in Rural Areas, consolidating the new knowledge with the introduction of the Territory, Actors and Economics' factors.

O desenvolvimento do turismo nas zonas rurais em zonas de costa deve ser pautado pela criação de projetos que visem o planeamento integrado e que promovam a qualidade de vida dos residentes fomentando a atividade turística e a melhoria de qualidade de vida dos cidadãos.As zonas costeiras caraterizam-se fundamentalmente por terem áreas de forte concentração urbanística e áreas de baixa densidade associadas à ruralidades e às florestas, é nosso objetivo com esta investigação perceber quais os fatores de competitividade para o desenvolvimento destes destinos. Como metodologia de trabalho utilizou-se a revisão bibliográca que considerámos pertinente para o estudo e posteriormente efetuamos entrevistas para validação dos conceitos teóricos apresentados e adequados ao nosso caso concreto das zonas costeiras de natureza rural. Utilizou-se como base deste trabalho o modelo de TCZR (Turismo Costeiro em Zonas Rurais) com o objetivo de criar uma nova versão que reflita os principais fatores de competitividade para estas regiões. Este trabalho permite concluir que o planeamento estratégico e a criação de redes associada a objetivos concretos e novas formas de governança são fundamentais para melhorar a competitividade dos destinos rurais em zonas costeiras. Concluímos ainda sobre os principais fatores de competitividade para o desenvolvimento destes destinos turísticos: a qualidade dos produtos, o turismo criativo, as novas economias locais, a oferta de experiências tradicionais e culturais genuínas, a hospitalidade, a capacidade de inovação, entre outros.
