Portugal has a long-standing tradition and connection with the seas and the oceans and in developing different activities therein. The potential offered by Portugal’s national maritime space is undisputed fact and too reflects the interest of mankind in its exploitation. Today, the development of Portugal’s national maritime space is a national priority, which can be seen in the recently approved and implemented legal framework, which introduced a whole new paradigm concerning marine spatial planning. The new development model advocated by Portugal reflects the concern of articulating and harmonizing territorial planning between that in the maritime space and the terrestrial space, also with special relevance in the management of coastal zones. Coastal areas currently face multiple challenges, both due to the dynamics of the physical processes to which they are subjected as a space of convergence of land territory and maritime territory, and due to the anthropic pressure that results from the activities carried out there. This new perception is based on the principle of integrated management for the whole national territory and on a multisectoral and multidisciplinary approach in development, exploitation and sustainability of the resources derived from the Blue Economy, composed of a wide range of activities with ability to boost national competitiveness. However, the successful development of the Blue Economy depends on key foundations provided by a legislative framework at a National, European and International level leading to a real transformation of the current development model.
