O bem habitação é um bem com características bastante específicas. Muitas delas têm uma influência decisiva no modo como funciona o mercado de habitação. Este mercado não consegue assegurar a um nível desejável do ponto de vista social o acesso à habitação a todos os indivíduos, apresentando falhas tanto ao nível da eficiência como ao nível da equidade. As mais importantes falhas do mercado devem-se à existência de Informação imperfeita e de extemalidades, à discriminação no mercado financeiro e a problemas de ajustamento a curto prazo entre a oferta e a procura. Estas razões justificam a intervenção do Estado no mercado de habitação através de vários instrumentos ao seu alcance. Os mais importantes destes instrumentos são: controle de rendas, política fiscal e de subsídios e construção directa pelo Estado. Estes instrumentos não se apresentam no entanto isentos de problemas. Considerando os princípios cooperativos que regem a sua actividade e a sua ligação directa aos problemas habitacionais locais, as cooperativas têm melhores condições de resolver os problemas que o funcionamento deste mercado particular apresenta. Existem algumas vantagens do ponto de vista da eficiência económica e da equidade na solução cooperativa. A política habitacional posta em prática pelo Estado desde o 25 de Abril não tem sido coerente no tratamento dispensado ao sector cooperativo ao longo dos anos. De uma situação inicial de grande apoio no período revolucionário, passou-se para um tratamento indiferente e para a tentativa de empurrar as cooperativas para o mercado, não reconhecendo a sua importância social na resolução do problema da habitação. Com vista à obtenção de algumas respostas, foi feito um inquérito aos sócios das cooperativas do distrito de Setúbal. Tentou-se identificar os grupos sócio-económicos aos quais se destina a habitação cooperativa, assim como o relacionamento dos sócios com a cooperativa e com os outros sócios.To assure the general population an habitation, dignifying and compatible with life valid standards, is one of the main purposes of Providence State. The good hausing has quite specific characteristics. Some of them have a decisive influence upon the way how the habitation market works. This market cannot assure to ali individuais, in desirable levei from the social point of view, the access to hausing, presenting failure concerning both the efficiency and equity. The most important failure of the market are result from the existence of an imperfect information and externalities form the discrimination in the capital market and short run adjustment problem: supply inelasticity. These reasons justify the intervention of the State in the hausing market through several forms at its reach. The most important are: rents control. tax and subsidy policy and direct provision of State. This forms of State interventions, however, are not free of problems. Considering the cooperative principies which mie their activity and its direct connection with local hausing problems, the cooperatives have better conditions to solve the problems that this specific market presents. There are some advantages from the economic and equity point of view in the cooperative solution. The housing policy put into practise by the State since 25th April has not been coherent in what concems the treatment given to the cooperative sector along the years. From an initial situation of great support during the revolutionary period it carried on to an indifferent treatment and to the attempt of pushing the cooperatives into the market, not recognising its social importance in the resolution of hausing problem. In order to obtain some answers, an inquest was made among the members of the cooperatives in the District of Setúbal.
