Resumo: The aging of the population verified in recent decades and the need to provide the elderly with active and safe aging resulted, on the one hand, in substantial changes in the way their rights are considered, which naturally includes the Constitutionally foreseen Rights and, on the other hand, in changes in the Concept of State and Security itself, materialized in the development of new policing models, in which the Criminal Prevention and Assistance model stood out, as well as the need to increase proximity and community policing through the use of special proximity policing programs (PEPP), in accordance with the Public Security Policies imposed by successive Constitutional Governments. In order to better develop and sustain this scientific work, we have employed a methodology defined in different stages and research methods. In a first phase, we used the bibliographic review method through the analysis of books, legal documents, opinion articles, doctoral theses, master's dissertations, jurisprudence, magazines, internet sites and various information from the Security Forces (SF). In a second phase, we carried out surveys through interviews with various entities related to the object under study and direct observation of the operationalization of the cooperation protocol between the GNR and the AAH. In the last phase, we examined all the information collected and wrote the final text. Therefore, we chose to divide the dissertation into 2 parts, comprising a total of 5 chapters and respective conclusions. The first chapter demonstrates the framework of the concepts of State and Security, verifies the evolution of its Public Security Policies and the Internal Security System, as well as the concept of Police and its meanings and, finally, exposes the various models existing policing systems interconnecting them with the PEPPs and with the existing structures in the SFs responsible for implementing them. The second chapter focuses on the theoretical framework of existing Rights that protect the elderly, from the perspective of Public International Law, European Security Law and Internal Law. The third chapter deepens the EG2025, seeks to describe its components "Security", "Safety", "Social" and "Support" (4S) and identifies the importance of protocols / partnerships between the GNR and relevant civil society organizations, such as the case of Local Security Contracts (CLS), the tele-assistance service for the elderly (“eGuard”) and the cooperation protocol with the AAH. In the fourth and fifth chapters, of the second part, a case study of the existing cooperation protocol between the GNR and the AAH is carried out, reflecting on its advantages and constraints in protecting the elderly. After complying with these procedures, we conclude that the GNR will be able to enhance its PEPPs through the implementation of a greater number of protocols and partnerships with civil entities, with the intention of extending them to other territories, both those with low population density (priorities) and large clusters. To achieve this goal, it needs to interact with credible civil organizations that share the same principle of action as the AAH, providing the elderly with 4S components and, therefore, guaranteeing their Rights. By promoting this model of policing, the GNR, as a FS, combines components of proximity, integrity and continuity that allow the basic and structuring needs of the elderly to be met.

By promoting this model of policing, the GNR, as a FS, combines components of proximity, integrity and continuity that allow the basic and structuring needs of the elderly to be met.O envelhecimento da população verificado nas últimas décadas e a necessidade de proporcionar ao idoso um envelhecimento ativo e em segurança resultou, por um lado, em alterações substâncias na forma como são considerados os seus direitos, onde se inclui, naturalmente, os Direitos Constitucionalmente previstos e, por outro, em alterações no próprio Conceito de Estado e de Segurança, concretizando-se no desenvolvimento de novos modelos de policiamento, onde se destacou o de Prevenção Criminal e Assistência, bem como, a necessidade de incrementar o policiamento de proximidade e comunitário através da utilização dos programas especiais de policiamento de proximidade (PEPP), de acordo com as Políticas Públicas de Segurança impostas pelos sucessivos Governos Constitucionais. Por forma a melhor desenvolver e sustentar o presente trabalho científico, recorremos a uma metodologia definida em diferentes fases e métodos de investigação. Numa primeira fase, usamos o método da revisão bibliográfica através da análise de livros, documentos jurídicos, artigos de opinião, teses de doutoramento, dissertações de mestrado, jurisprudência, revistas, sites da internet e informação variada proveniente das Forças de Segurança (FS). Numa segunda fase procedemos a inquéritos por entrevistas a diversas entidades correlacionadas com o objeto em estudo e à observação direta da operacionalização do protocolo de cooperação entre a GNR e a AAH. Na última fase foram examinadas todas as informações recolhidas e redigimos o texto final. Por via disso, optamos por dividir a dissertação em 2 partes, englobando um total de 5 capítulos e respetivas conclusões. O primeiro capítulo demonstra o enquadramento dos conceitos de Estado e de Segurança, verifica a evolução das suas Políticas Públicas de Segurança e do Sistema de Segurança Interna, bem como, o conceito de Polícia e as suas aceções e, por último, expõe os vários modelos de policiamento existentes interligando-os com os PEPP e com as estruturas existentes nas FS com responsabilidade de as implementar. O segundo capítulo foca-se no enquadramento teórico dos direitos existentes que protegem os idosos, na ótica do Direito Internacional Público, do Direito da União Europeia e do Direito Interno. O terceiro capítulo aprofunda a EG2025, procura descrever as suas componentes “Security”, “Safety”, “Social” e “Support” (4S) e identifica a importância dos protocolos/parcerias entre a GNR e as organizações relevantes da sociedade civil, como o caso dos Contratos Locais de Segurança (CLS), do serviço de teleassistência a idosos (“eGuard”) e do protocolo de cooperação com a AAH. No quarto e quinto capítulo, da segunda parte, realiza-se um estudo de caso do protocolo de cooperação existente entre a GNR e a AAH, realizando uma reflexão sobre as suas vantagens e condicionalismos na proteção do idoso. Após cumprir estes procedimentos, concluímos que a GNR conseguirá potenciar os seus PEPP através da concretização de um maior número de protocolos e parcerias com entidades civis, tendo a intenção de os alargar a outros territórios, quer aos de baixa densidade populacional (prioritários) quer aos grandes aglomerados. Para atingir esse objetivo necessita de interagir com organizações civis credíveis e que partilhem o mesmo princípio de atuação da AAH, proporcionando ao idoso as componentes 4S e garantindo, portanto, os seus direitos.
