This article aims to analyze the material collected from a different theoretical framework, based on feminist theories and alternatives to development based on Vozes do Bolsa Família. Part the following problematic: It is possible to analyze the development under the bias against hegemonic disregarding the roles of women's freedom and subjectivities? In order to answer the present question, the methodology used obeys the trinomial: Theory of Basis / Approach, Procedure and Technique. As Base and Approach Theory, we opted for the systemic perspective, using authors with a multidisciplinary view and connecting areas of knowledge such as Anthropology, Law and Sociology. The chosen procedures were the bibliographical and documentary research (in physical and digital media). The technique used was the construction of extended abstracts and files. Therefore, to think a different perspective it is necessary to face the problematic face. The oppression caused by the developmentalism of the hegemonic economic system reproduces a colonialist, racist, patriarchal and classist discourse and without addressing the question from this recognition one can not advance in the debate or think new ways.
