Effects of the Innovation System in the Exportation Performance of the Municipalities of Minas Gerais

Resumo: Objective: The objective of this paper was to analyze how the variables of a regional innovation system (IS) influence the export performance of the municipalities of Minas Gerais, from 2005 to 2011. Method: The proposed variables were analyzed by the panel model, random effect. These models provide greater control over the heterogeneity of individuals, better inference of the estimated parameters, ease in unveiling dynamic relationships between variables, and use of more observations, increasing degrees of freedom and reducing the multicollinearity between the explanatory variables. Also, the moderating effect between the socioeconomic variables and the constituent variables of the IS was performed. Originality / relevance: According to Negri and Freitas (2004), despite the diverse evidences about the determinants of Brazilian exports, there is a gap to be filled on innovation and its relation with the Brazilian export performance. Therefore, this research contributes to society, government, universities, in order to stimulate partnerships for regional development. Results: A total of 224 municipalities were studied, and the variables world income and exchange rate were confirmed as significant according to the export theory, the socio-economic variables FMDI (FIRJAN Municipal Development Index) and infrastructure spending. The innovative variables, the levels of occupation in services and the presence of universities and/or federal institutes were also significant. Theoretical/Methodological Contributions: We found that when a municipality has a relevant level of occupation in services associated with a significant FMDI, the export performance is likely to increase. Therefore, the results found contribute to a better understanding of the relationship between the IS and the export performance of the municipalities in Minas Gerais.

Metodología/ Enfoque Las variables propuestas fueron analizadas por el modelo de panel, efecto aleatorio, esos modelos proporcionan mayor control sobre la heterogeneidad de los individuos, mejor inferencia de los parámetros estimados, facilidad en desentrañar relaciones dinámicas entre variables, utilización de más observaciones, aumentando los grados de libertad, reduciendo la multicolinealidad entre las variables explicativas. Como complemento se realizó el efecto moderador entre las variables socioeconómicas y variables constituyentes del SI. Originalidad / Relevancia Según Negri y Freitas (2004) a pesar de las diversas evidencias sobre los determinantes de las exportaciones brasileñas, existe una laguna a ser llenada cuando el tema es innovación y su relación con el desempeño exportador brasileño. Por lo tanto, la investigación contribuye a la sociedad, el gobierno, las universidades, en el sentido de estimular alianzas y el desarrollo regional. Principales Resultados Se obtuvieron 224 municipios y verificó que las variables renta mundial y tasa de cambio se confirmaron significativas según la teoría exportadora, las variables socioeconómicas IFDM y gastado con infraestructura, y las variables innovadoras grado de ocupación en servicios y presencia de universidades y / o institutos federales también fueron significativas. Contribuciones Teóricas / Metodológicas Es posible inferir que cuando un municipio posee un buen grado de ocupación en servicios asociados a buen IFDM, la probabilidad de que el rendimiento exportador aumente es mayor. Por lo tanto, los resultados demostrados en el trabajo contribuyen a una mejor comprensión sobre la relación entre el SI y el desempeño exportador de los municipios mineros.Objetivo do estudo: Analisar como variáveis que compõe um sistema de inovação (SI) regional influenciam no desempenho exportador dos municípios de Minas Gerais, 2005 a 2011. Esses modelos proporcionam maior controle sobre a heterogeneidade dos indivíduos, melhor inferência dos parâmetros estimados, facilidade em desvendar relações dinâmicas entre variáveis, utilização de mais observações, aumentando os graus de liberdade, reduzindo a multicolinearidade entre as variáveis explicativas. Como complemento foi realizado o efeito moderador entre as variáveis socioeconômicas e variáveis constituintes do SI. Originalidade/Relevância: Segundo Negri e Freitas (2004), apesar das diversas evidências sobre os determinantes das exportações brasileiras, existe uma lacuna a ser preenchida quando o tema é inovação e sua relação com o desempenho exportador brasileiro. Portanto, esta pesquisa contribui para a sociedade, governo, universidades, no sentido de estimular parcerias para o desenvolvimento regional. Principais resultados: Foram estudados 224 municípios, e, verificado que as variáveis renda mundial e taxa de câmbio confirmaram-se significativas, conforme a teoria exportadora, as variáveis socioeconômicas do IFDM (Índice FIRJAN de Desenvolvimento Municipal) e gasto com infraestrutura. As variáveis inovativas grau de ocupação em serviços e presença de universidades e/ou institutos federais também foram significativas. Contribuições teóricas/metodológicas: É possível inferir que, quando um município possui bom grau de ocupação em serviços associado a bom IFDM, a probabilidade de o desempenho exportador aumentar é maior.
