Youths and activism: the perceptions of young activists in urban mobility (cicloactivists) on participation in public hearings in Porto Alegre

This article aims to examine how activist youth in urban mobility (cycle activists) intervene in the cycle of public politics. The purpose of this article is the specific part of the participation of young activists in public hearings on the theme of sustainable urban mobility in the Municipality of Porto Alegre. The problem of research is: what legal and political factors are leading to the misstep between the demands of participation, present in youth activism in relation to the right to the city, and the inclusion of urban mobility by bicycle in public politics? The hypothesis is: the misstep between the demands of participation, expressed by youth activism regarding the right to the city and urban mobility by bicycle, is associated with the inadequacies of the legislation regarding youth participation, the low insertion of young people in political media and the limited provision of dialogue of the rulers. The research techniques used were: bibliographic, documentary and field. Twenty young activists in urban mobility by bicycle (bicycle activists) were interviewed in the field research, in order to understand their impressions, experiences and perceptions about these institutional public spaces. It is concluded that the young participants problematize the potential effectiveness of public hearings, questioning the value of this instrument of dialogue between Public Administration and civil society. Still, even discrediting the conventional instances of participation, young activists want to exercise their right to expression and free expression in order to position themselves and contribute on the topics that interest them.
