Private management of public schools – perceptions of Portuguese teachers

Resumo: | The involvement of the private sector in the provision of public services, coupled with the modernization of public administration, has given rise to various Public-Private Partnerships. Among these partnerships, in the field of education, we highlight the charter schools, from the United States, a model of public school managed by private entities. The XIX Constitutional Government of Portugal, in 2013, presented a similar proposal called “independent schools” which ultimately was not implemented due to a change in the political cycle in 2015. This study aims to resume the debate on this proposal and analyze the perceptions of Portuguese teachers about the private management of public schools, its advantages and disadvantages. This is a predominantly quantitative mixed-method study. From the data analysis, collected through a questionnaire survey applied nationally, it was concluded that 75% of participants disagree with assigning the management of public schools to the private sector; pedagogical autonomy for defining educational projects tailored to the community was the most valued; the increased financial corruption and segregation are among the most concerning disadvantages. Portugal.La participación del sector privado en la prestación de servicios públicos, asociada a la modernización de la administración pública, originó diversas Asociaciones Público-Privadas. De estas alianzas en Educación, se destacan los colegios concertados (charter schools), de Estados Unidos, un modelo de escuela pública gestionado por entidades privadas. El XIX Gobierno Constitucional de Portugal, en 2013, presentó una propuesta similar llamada "escuelas independientes" que terminó por no implementarse debido al cambio de ciclo político en 2015. Este estudio tiene como objetivo retomar el debate sobre esta propuesta y analizar las percepciones de docentes portugueses sobre la gestión privada de las escuelas públicas, en relación a sus ventajas y desventajas. Se trata de un estudio de naturaleza mixta, predominantemente cuantitativo. Del análisis de los datos, recolectados por medio de un cuestionario aplicado nacionalmente, se concluyó que el 75% de los participantes está en desacuerdo con la atribución de la gestión de las escuelas públicas al sector privado; la autonomía pedagógica para la definición de proyectos educativos adaptados a la comunidad es la ventaja más valorada; El aumento de la corrupción financiera y de la segregación están entre las desventajas más preocupantes. Destas parcerias em Educação, destacam-se as charter schools, dos Estados Unidos, um modelo de escola pública gerida por entidades privadas. O XIX Governo Constitucional de Portugal, em 2013, apresentou uma proposta semelhante denominada “escolas independentes” que acabou por não ser implementada em virtude da mudança de ciclo político em 2015. Este estudo pretende retomar o debate sobre essa proposta e analisar as percepções de docentes portugueses sobre a gestão privada das escolas públicas, em relação às suas vantagens e desvantagens. Trata-se de estudo de natureza mista predominantemente quantitativo. Da análise de dados, recolhidos através de inquérito por questionário aplicado nacionalmente, concluiu-se que 75% dos participantes discordam da atribuição da gestão de escolas públicas ao setor privado; a autonomia pedagógica para a definição de projetos educativos adaptados à comunidade é a vantagem mais valorizada; o aumento da corrupção financeira e da segregação estão entre as desvantagens mais preocupantes.
