Research on Municipal Councils of Education in Brazil: survey of dissertations and theses (1998-2019)

Resumo: | The objective of this work is to present an overview of how research on Municipal Councils of Education has been developed in Brazil. This is a review study that had as its initial reference Souza and Vasconcelos’s (2006) article, which addressed the production regarding the Councils related to Education from 1996 to 2002. This research, in turn, covers a broader period and was carried out based on the survey of Doctoral dissertations and Master’s theses available in the Catalog of Dissertations and Theses and Open Data of the Coordination for the Improvement of Higher Education Personnel - CAPES. Altogether, 111 dissertations and theses were identified across the country, defended between 1998 and 2019, with the highest concentration of research being observed in the Southeast region. The theoretical and methodological framework included discussions by authors such as: Cury (2004), Bordignon (2009), Mainardes (2018, 2021), Gil (2019), among others. It was verified that the production around this theme has grown over the years, with a predominance of case studies, in which the specific aspects of the Municipal Councils of Education are analyzed and how they act in the face of educational demands, denoting special interest of researchers about democratic management, participatory democracy and representativeness in the Municipal Councils of Education. At the end of this text, the systematization of the survey carried out is presented, with the works organized in 19 categories. Keywords: Municipal Councils of Education. Review study. Se trata de un estudio de revisión que tuvo como referencia inicial el artículo de Souza y Vasconcelos (2006), que abordó la producción a respecto de los Consejos relacionados con la Educación durante los años 1996 a 2002. Esta investigación, a su vez, cubre un período más amplio y fue realizada a partir de la recopilación de tesis y las disertaciones disponibles en el Catálogo de Tesis y Disertaciones y Datos Abiertos de la Coordinación de Perfeccionamiento del Personal de Nivel Superior - CAPES. En total, se identificaron 111 tesis y disertaciones en todo el país, defendidas entre 1998 a 2019, observándose la mayor concentración de investigación en la región Sureste. El referencial teórico y metodológico contó con las discusiones de autores como: Cury (2004), Bordignon (2009), Marinardes (2018, 2021), Gil (2019), entre otros. Se verificó que la producción en torno a este tema ha crecido con el pasar de los años, con predominio de estudios de caso, en los cuales son analizados los aspectos propios de los Consejos Municipales de Educación y, cómo actúan ante las demandas educativas, denotando interés especial de los investigadores sobre la gestión democrática, democracia participativa y representatividad en los Consejos Municipales de Educación. Al final, se presenta la sistematización de la recopilación realizada, con los trabajos organizados en 19 categorías. Palabras clave: Consejos Municipales de Educación. Estudio de revisión. Trata-se de um estudo de revisão que teve como referência inicial o artigo de Souza e Vasconcelos (2006), o qual abordou a produção a respeito dos Conselhos relacionados à Educação durante os anos de 1996 a 2002. Esta pesquisa, por sua vez, cobre um período mais amplo e foi realizada a partir do levantamento de teses e dissertações disponibilizadas no Catálogo de Teses e Dissertações e Dados Abertos da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - Capes. Ao todo, foram identificadas 111 teses e dissertações em todo o país, defendidas entre 1998 e 2019, sendo observada a maior concentração de pesquisas na região Sudeste. O referencial teórico e metodológico contou com as discussões de autores como: Cury (2004), Bordignon (2009), Mainardes (2018, 2021), Gil (2019), dentre outros. Verificou-se que a produção em torno desse tema tem crescido com o passar dos anos, com predomínio de estudos de caso, nos quais são analisados os aspectos próprios dos Conselhos Municipais de Educação e como agem diante das demandas educacionais, denotando especial interesse dos pesquisadores sobre gestão democrática, democracia participativa e representatividade nos Conselhos Municipais de Educação.
