Democracy, education, and difference: against the current of neoliberal and neoconservative policies

Resumo: In this article, an analysis of the neoliberal and neoconservative hegemonic alliance in the global social, political and economic field is carried out, which also generates strong impacts on education. The aim is to encourage thinking around possible articulations between democracy, education and difference, based on the operationalization of concepts developed by Ernesto Laclau, Chantal Mouffe and Judith Butler. It is understood that policies are produced in conflicting and antagonistic power relations between differential demands. The neoliberal and neoconservative hegemonic alliance arises from the articulation between these differential demands that become equivalent and begin to form the constitutive interior of the established order. Within it, social demands advocating for justice and the right to education are not considered, making them the constitutive exterior of this political game. This is the discursive production of democracy interrelated with education and difference as a totality serving the neoliberal and neoconservative alliance of the capitalist system. However, any totality will always be partial, precarious, and contingent. The challenge posed would be to think about radical democracy, open to different demands, which, in the game of political disputes, remain as the constitutive exterior of the hegemonic project. This is because radical democracy allows to understand and create other chains of equivalences that can project and dispute counter-hegemonic struggles more forcefully. Keywords: Democracy. Education.En este artículo, se efectúa un análisis de la alianza hegemónica neoliberal y neoconservadora en el campo social, político y económico global, lo que genera fuertes impactos también en la educación. Se pretende fomentar el pensamiento en torno a posibles articulaciones entre democracia, educación y diferencia, a partir de la operacionalización de conceptos elaborados por Ernesto Laclau, Chantal Mouffe y Judith Butler. Se comprende que las políticas son producidas en relaciones de poder conflictivas y antagónicas entre demandas diferenciales. La alianza hegemónica neoliberal y neoconservadora surge de la articulación entre estas demandas diferenciales que se vuelven equivalentes y pasan a componer el interior constitutivo del orden establecido. En ella, no son contempladas demandas sociales que abogan por justicia y derecho a la educación, lo que las hace el exterior constitutivo de ese juego político. Se trata de la producción discursiva de la democracia interrelacionada con la educación y la diferencia como totalidad que sirve a la alianza neoliberal y neoconservadora del sistema capitalista. Sin embargo, cualquier totalidad será siempre parcial, precaria y contingente. El desafío planteado sería pensar en la democracia radical, abierta a las diferentes demandas que, en el juego de disputas políticas, permanecen como exterior constitutivo del proyecto hegemónico. Esto se debe a que la democracia radical permite comprender y crear otras cadenas de equivalencias que pueden proyectar y disputar con más fuerza las luchas contrahegemónicas. A aliança hegemônica neoliberal e neoconservadora decorre da articulação entre essas demandas diferenciais que se tornam equivalentes e passam a compor o interior constitutivo da ordem estabelecida. Nela, não são contempladas demandas sociais que advogam por justiça e direito à educação, o que as faz o exterior constitutivo desse jogo político. Trata-se da produção discursiva da democracia interrelacionada à educação e à diferença como totalidade que serve à aliança neoliberal e neoconservadora do sistema capitalista. No entanto, qualquer totalidade será sempre parcial, precária e contingente. O desafio posto seria pensar na democracia radical, aberta às diferentes demandas, as quais, no jogo de disputas políticas, permanecem como exterior constitutivo do projeto hegemônico. Isso porque a democracia radical permite compreender e criar outras cadeias de equivalências que podem projetar e disputar com mais força as lutas contra-hegemônicas. Palavras-chave: Democracia.
