Optimization of the use of the radio spectrum in Ecuador

Resumo: The purpose of this research was to analyze the optimization of the use of the radio spectrum in Ecuador. The applied methodology was framed in the quantitative paradigm, under descriptive research with a field design and with elements of a bibliographical documentary study. The study sample was made up of 12 elements. For the collection of information, a survey was applied through a questionnaire specially prepared for this purpose to a group of professionals in the Electricity Regulation and Control Agency (Arconel) of Guayaquil, who gave their informed consent to participate in the study. The results show that 67% consider that the current amount of radio spectrum available in Ecuador is possible to provide the variety of telecommunications services required by the population; 74% indicate that it is necessary to optimize the current model of allocation and use of the country's radio spectrum; 84% agree that more radio spectrum be assigned for the implementation of 5G in the country; 50% consider that the greatest advantages of 5G technology are health services and 34% educational services. It was concluded that; Although the current model for assigning and using the radioelectric spectrum in Ecuador covers the communication and connectivity needs of the bulk of the population, it must be adapted to cover the digital gap that exists in the country, together with the fact that it allows the implementation of the 5G technology as an added value to raise the quality of all the country's inhabitants in line with the principles of Good Living.

La metodología aplicada se enmarcó en el paradigma cuantitativo, bajo una investigación de tipo descriptiva con un diseño de campo y con elementos de un estudio documental bibliográfico. La muestra de estudio quedó conformada por 12 elementos. Para la recolección de la información se aplicó una encuesta mediante un cuestionario especialmente elaborado para tal fin a un grupo de profesionales en la Agencia de Regulación y Control de Electricidad (ARCONEL) de Guayaquil, quienes dieron su consentimiento informado para participar del estudio. Los resultados dan cuenta de que el 67% considera que la cantidad actual del espectro radioeléctrico disponible en el Ecuador es posible brindar la variedad de servicios de telecomunicaciones que requiere la población; el 74% señalan que es necesaria la optimización del modelo actual de asignación y uso del espectro radioeléctrico del país; el 84% están de acuerdo que se asigne más espectro radioeléctrico para la implementación de 5G en el país; el 50% considera que las mayores ventajas de la tecnología 5G son los servicios en la salud y 34% los servicios educativos. Se concluyó que; el modelo actual de asignación y uso del espectro radioeléctrico en Ecuador, aunque cubre las necesidades de comunicación y conectividad para el grueso de la población, debe adecuarse para cubrir la brecha digital que existe en el país, aunado al hecho de permitir la implementación de la tecnología 5G como un valor añadido para elevar la calidad de todos los habitantes del país en consonancia con los principios del Buen Vivir. O objetivo desta pesquisa foi analisar a otimização do uso do espectro de rádio no Equador. A metodologia aplicada foi enquadrada no paradigma quantitativo, sob uma pesquisa descritiva com desenho de campo e com elementos de um estudo documental bibliográfico. A amostra do estudo foi composta por 12 elementos. Para a coleta de informações, foi aplicada uma pesquisa por meio de um questionário especialmente preparado para esse fim a um grupo de profissionais da Agência de Regulação e Controle de Eletricidade (Arconel) de Guayaquil, que deram seu consentimento informado para participar do estudo. Os resultados mostram que 67% consideram que a quantidade atual de espectro radioelétrico disponível no Equador é possível para fornecer a variedade de serviços de telecomunicações exigidos pela população; 74% indicam que é necessário otimizar o atual modelo de alocação e uso do espectro radioelétrico do país; 84% concordam que mais espectro radioelétrico seja atribuído para a implementação do 5G no país; 50% consideram que as maiores vantagens da tecnologia 5G são os serviços de saúde e 34% os serviços educacionais.
