CONSIDERATIONS ON EXTERNAL DEBT AND UNDERDEVELOPMENT IN HAITI

Resumo: After the Haitian revolution that took place in the late 19th century, more precisely in the year 1804, France as a former colony forced Haiti to pay compensation to recognize its independence. This indemnity took more than a century to be paid, as its value corresponded to ten years of Haiti's tax revenue, at that time, with that indemnity ended up creating debts, since Haiti had to borrow to pay it . Today we have a Haitian society where 60% of the population is living in urgent conditions, with less than $ 2 a day. There is another portion of the population, about 25%, more impoverished who are living in conditions of extreme urgency, with less than $ 1 a day. These data show that Haiti today is one of the poorest countries in the world and the poorest in Latin America, as the Haitian state is not able to meet the basic needs of the most needy population. Therefore, in this work, we sought to understand whether there is a relationship between the external debt and underdevelopment in Haiti. In this sense, understanding that the fiscal capacity of the State, the capacity of national defense, the strength of public institutions and the capacity of the State to promote democracy are key factors for development, the impact of debts in these state segments was analyzed. We understand that there is a possible relationship, considering the negative impacts it had on the country's tax revenues.

Esta indemnización tardó más de un siglo en ser pagada, pues su valor correspondía a diez años de la recaudación tributaria de Haití, en ese momento, con esa indemnización terminó generando deudas, ya que Haití tuvo que endeudarse para pagarla. Hoy tenemos una sociedad haitiana donde el 60% de la población vive en condiciones de urgencia, con menos de $ 2 al día. Hay otra porción de la población, alrededor del 25%, más empobrecida que vive en condiciones de extrema urgencia, con menos de 1 dólar al día. Estos datos muestran que Haití es hoy uno de los países más pobres del mundo y el más pobre de América Latina, ya que el estado haitiano no es capaz de satisfacer las necesidades básicas de la población más necesitada. Por ello, en este trabajo buscamos entender si existe una relación entre la deuda externa y el subdesarrollo en Haití. En este sentido, entendiendo que la capacidad fiscal del Estado, la capacidad de defensa nacional, la fortaleza de las instituciones públicas y la capacidad del Estado para promover la democracia son factores clave para el desarrollo, se analizó el impacto de las deudas en estos segmentos estatales. Entendemos que existe una posible relación, considerando los impactos negativos que tuvo en la recaudación tributaria del país.Depois da revolução haitiana que aconteceu no final do século XIX, mais precisamente no ano 1804, a França como ex-colônia obrigou o Haiti a pagar uma indenização para reconhecer a sua independência. Essa indenização demorou mais de um século a ser paga, pois o valor dela correspondia a dez anos de receita fiscal do Haiti, naquela época, com isso, essa indenização acabou por criar dívidas, visto que o Haiti tinha que contrair empréstimos para pagá-la. Hoje temos uma sociedade haitiana onde 60% da população está vivendo em condições de urgência, com menos 2$ por dia. Há outra parcela da população, cerca de 25%, mais empobrecida que está vivendo em condições de extrema urgência, com menos 1$ por dia. Esses dados mostram que o Haiti hoje é um dos países mais pobres do mundo e o mais pobre da América Latina, pois o Estado haitiano não mostra capacidade para suprir as necessidades básicas para a população mais carente. Por isso, neste trabalho, buscou-se compreender se há uma relação entre a dívida externa e o subdesenvolvimento no Haiti. Nesse sentido, por entender que a capacidade fiscal do Estado, a capacidade da defesa nacional, a força das instituições públicas e a capacidade do Estado de promover a democracia são fatores chave para o desenvolvimento, foi analisado o impacto das dívidas nesses segmentos estatais.
