Technical, economic and environmental evaluation of the change of the public lighting system of the citadel Costa Verde-Esmeraldas to LED technology

Resumo: | The objective of this study was to carry out the technical, economic and environmental evaluation of the change of the public lighting system of the Costa Verde-Esmeraldas citadel to LED technology. The methodology was framed in the quantitative paradigm, the research was descriptive, field design and supported by a bibliographic documentary study. The study sample was made up of 10 subjects who gave their informed consent to participate in this investigation. The data collection technique was the survey and the instrument was a questionnaire type Likert scale specifically developed for this purpose. The results show: 50% consider that sometimes the public lighting of the Costa Verde-Esmeraldas citadel operates satisfactorily; 60% agree with the activation of a lighting change process in the short term; 70% think that they have the infrastructure installed to undertake the changes in Public Lighting; 80% consider LED luminaires as alternatives for the transformation of Public Lighting; 60% estimate that investments in LED luminaires are profitable in the short term; 70% considered that GAD Esmeraldas is capable of financing the change of traditional lighting for LED lights in the Costa Verde citadel and; 80% say that switching from traditional luminaires to LED lights can contribute to environmental protection. It is concluded that: the GAD of Esmeraldas, as the entity co-responsible for the supply of local public lighting, can undertake the necessary actions to change current streetlights based on traditional technology, for LED lights in the Costa Verde citadel, since it has the infrastructure and the economic means for that purpose, in accordance with the provisions of the country's regulations and as a way of responding to the agreements signed internationally on environmental care. |

La metodología se enmarcó en el paradigma cuantitativo, la investigación fue de tipo descriptiva, diseño de campo y con apoyo de un estudio documental bibliográfico. La muestra de estudio quedó conformada por 10 sujetos quienes dieron su consentimiento informado para participar en esta indagación. La técnica de recolección de datos fue la encuesta y el instrumento un cuestionario tipo escala Likert específicamente elaborado para tal fin. Los resultados arrojan: el 50% considera que a veces el alumbrado público de la ciudadela Costa Verde-Esmeraldas opera satisfactoriamente; 60% está de acuerdo con la activación de un proceso de cambio de luminarias en el corto plazo; 70% opina que se cuenta con la infraestructura instalada para acometer los cambios del Alumbrado Público; 80% considera las luminarias LED como alternativas para la transformación del Alumbrado Público; 60% estima que las inversiones en luminarias LED es rentable en el corto plazo; 70 % consideró que el GAD Esmeraldas está en capacidad de financiar el cambio de luminarias tradicionales por luces LED en la ciudadela Costa Verde y; 80% dice que el cambio de luminarias tradicionales por luces LED puede contribuir a la protección medio ambiental. Se concluye que: el GAD de Esmeraldas, como ente corresponsable del suministro de iluminación pública local, puede acometer las debidas acciones para el cambio de farolas actuales basadas en tecnología tradicional, por las luces LED en la ciudadela Costa Verde, pues cuenta con la infraestructura y los medios económicos para tal fin, en consonancia con lo establecido en la normativa del país y como forma de responder a los convenios suscritos internacionalmente sobre el cuidado ambiental.O objetivo deste estudo foi realizar a avaliação técnica, económica e ambiental da mudança do sistema de iluminação pública da cidadela Costa Verde-Esmeraldas para a tecnologia LED. A metodologia foi enquadrada no paradigma quantitativo, a pesquisa foi descritiva, de desenho de campo e apoiada por um estudo documental bibliográfico. A amostra do estudo foi composta por 10 sujeitos que deram seu consentimento informado para participar desta investigação. A técnica de coleta de dados foi a survey e o instrumento foi um questionário tipo escala Likert desenvolvido especificamente para este fim. Os resultados mostram: 50% consideram que por vezes a iluminação pública da cidadela Costa Verde-Esmeraldas funciona de forma satisfatória; 60% concordam com a ativação de um processo de mudança de iluminação no curto prazo; 70% acham que têm a infraestrutura instalada para realizar as mudanças na Iluminação Pública; 80% consideram as luminárias LED como alternativas para a transformação da Iluminação Pública; 60% estimam que os investimentos em luminárias LED são rentáveis no curto prazo; 70% consideraram que o GAD Esmeraldas tem capacidade para financiar a mudança da iluminação tradicional por LED na cidadela da Costa Verde e; 80% dizem que a mudança de luminárias tradicionais para luzes LED pode contribuir para a proteção ambiental.
